WHAT IS TENANT BASED RENTAL ASSISTANCE (TBRA) PROGRAM?
TBRA also known as the HRA HOME Tenant Based Rental Assistance Program is a Department of Housing and Urban Development (HUD) - funded rental assistance program run by the NYC Human resources Administration (HRA), under the oversight of the NYC Department of Housing Preservation and Development (HPD). This means it is federally funded, but administered in NYC by the City of New York.

ARE APPLICATIONS STILL ACCEPTED
The initial round of funding in New York City is targeted to help eligible families in shelter and chronically street homeless people afford the cost of rent. There is a limited number of funding to help families. In the NYC area, 2000 families recently applied for 1200 positions. Therefore all positions are presently filled. Households had until 9/03/2015 to submit an application.  All applications were placed into a lottery by HRA, and reviewed applications in the order they were selected from the lottery.  Approved families were then issued TBRA HOME coupons.  Families who submitted applications before the deadline but did not get a coupon due to space limitations, will be put on a waiting list.

HOW DOES THE PROGRAM WORK
The TBRA program operates very similar to Section 8, in that, the program follows the household and can move when the occupants move. Also, households will generally pay 30% of their adjusted income towards rent for an approved apartment and the TBRA subsidy will cover the rest. The apartment selected by the family must be within the 5 boroughs of New York City. The landlord package must also be completed to request an approval for the apartment and pass a housing inspection, very similar to Section 8. Eligible applicants must have lived in shelter for more than 120 days, except for "chronically street homeless individuals".

CAN POTENTIAL TENANTS APPLY
HRA will only send applications to households that are potentially eligible for the program based on information provided to DHS and HRA. Families and individuals who believe they are eligible, but did not get an application from HRA, can also request an application from their shelter or outreach worker.

HOW FAST MUST AN APARTMENT BE FOUND
The HOME TBRA Coupon is valid for 120 days.  If the coupon expires, the houshold may get more search time for good cause due to hardship or other reasons.

WHAT IS THE PROCESS FOR LANDLORDS TO GET PAID
The shelter housing specialist or caseworker must assist with the process once an apartment is selected. They will work with the Broker and/or landlord to submit the Landlord Moving Package with leasing documents and any additional documents requested by HRA for approval and set up and inspection by HPD. Once the unit passes inspection, and approved by HRA, The caseworker, HRA and DHS will schedule a lease signing date. All participants, including Broker, Landlord and Tenant must attend the lease signing.

A household that finds an apartment without the help of a shelter worker should let the shelter worker know right away so that an inspection can be done and the landlord can be given the program documents.

ARE SIDE DEALS ALLOWED

Landlords are only allowed to charge what is stated in the lease.  Households should not agree to any side deals.

WHAT PROPERTIES ARE ELIGIBLE
Eligible households identify the housing unit of their choice.  Eligible properties may be publicly or privately owned, meaning it can be a private house or building.  It must pass an inspection similar, to Section 8 and therefore meet Housing Quality Standards.

HOW LONG ARE LEASES
Leases must be for at least a 1 year term and cannot exceed 2 year terms. Month to Month agreements are not eligible. All leases must be approved by the caseworker or housing specialist.

WHAT UTILITIES MUST BE INCLUDED
Heat and hot water must be included.  If the lease does not include the heat and hot water provided by the landlord the apartment will not be approved. The tenant are allowed to pay electricity, cooking gas and cable.

HOW LONG WILL THE TENANT RECEIVE TBRA
Just like the Section 8 voucher, a HOME TBRA voucher can be renewed each year as long as the tenant is still eligible and federal funding for the program remains available.

WHAT IS TENANTS RENT CONTRIBUTION
Similar to Section 8, Tenants rent contribution is calculated at 30% of their adjusted income.  The TBRA subsidy amount, calculated at 70% of the rent, not to exceed the max rent limits.

  • Can you travel out of state with a TBRA voucher Like a section 8 voucher?

      You have to check with the state you plan to relocate to if it is accepted and the rental limits since this will change from city to city.

  • I’m very concerned about how long the TBRA program actually last for. I am a first time voucher owner and have never had a program before. Is there an actually deadline???
